Moore County Government Holiday Schedule

 

Carthage, NC., The Moore County Government Offices will be closed on Monday, September 6th., in observance of Labor Day.  Regular Business hours will resume on Tuesday, September 7th.  
The Moore County Public Library System, all five branches and the Bookmobile will be closed only on Monday, September 6th and resume regular hours on Tuesday. 

The Senior Enrichment Center will be closed during the weekend and re-open on Tuesday, September 7th.

 MOORE COUNTY NOW ACCEPTING APPLICATIONS FOR THE 2010 URGENT REPAIR GRANT

 Low-income homeowners in Moore County are encouraged to submit an application for assistance under the 2010 Urgent Repair Program to the Planning & Community Development Department by 5pm on Wednesday, June 30th.

 The Urgent Repair Program (URP) allows up to $5,000 of necessary repairs to be conducted on homes with households that meet program income and special need requirements.  Priority for assistance will be given based on income and special need targeting (elderly, disabled, large families, single-parent households.)  Household income cannot exceed the following limits:

 The URP is a $75,000 grant awarded to Moore County by the North Carolina Housing Finance Agency.  It is anticipated that 15 homeowners will be served under this grant.

Carthage, NC. Another successful event took place at the Agricultural Center as the Moore County Employees Services & Health Fair, was visited by over 350 employees.  The day was filled with many health booths sponsored by the County Departments, along with the Farmer’s Market available for employees to purchase local products. 

The team effort of the staff along with the venues that assisted in the event provided a great variety of options for everyone.   Lunch was sponsored by the Board of Elections Department headed by Glenda Clendenin and was enjoyed by all. 

The raffle for the door prizes took place at the end of the day, and the following two employees were the lucky winners.  Terra Vuncannon(Financial Services) was the winner of the 1 Night Accommodation at the Holiday Inn Express, and Charell Smith (DSS) was the winner of (4) Rounds of Golf with cart at Longleaf Golf & Country Club. Congratulations ladies!

This is just another example of “One Team One Mission!!!”

Carthage, NC. On May 17, 2010, the Board of Commissioners adopted an amendment to the County of Moore’s Personnel Policy, Article VII, Section 9.  The amendment eliminated the policy for Longevity Pay which was a benefit paid to employees with 3 or more years of service with the County. This benefit was based upon years of service and annual salary.  In place of Longevity Pay, the Commissioners adopted a Service Pay policy which is a benefit paid to employees with 10 or more years of service, and is based upon the employee’s annual appraisal score and years of service.  The new benefit is designed to reward long term employees for commendable and exceptional performance.  This Board action is a policy change and does not address funding.  The Commissioners will decide each budget year whether to fund Service Pay. At this time no decisions have been made to fund Service Pay for this upcoming year.

On May 3, 2010, the Board of Commissioners adopted a hiring freeze effective immediately through June 30, 2011.  The hiring freeze is qualified in that any position considered critical to the mandates and/or core mission of the County will be submitted for review to the Board of Commissioners by the County Manager.  At the time the Commissioners made this decision, the County had several critical, vacant positions.  At the May 17th Board of Commissioners meeting, the County Manager requested the Board consider approving filling these vacancies.  None of these positions are new. The vacancies approved were a federally funded position in the Health Department, a Social Worker position in Adult Protective Services in the Department of Social Services, a Water Pollution Control Plant Operator, a Lead Maintenance Technician and a Lead Custodial Worker position.   Each of these positions had been funded in the FY 09-10 budget adopted in June 2009, but became vacant within the last few months.

 Workers Compensation

Carthage, NC, Next policy year beginning July 1, 2010, Moore County has the lowest workers compensation experience modifier for all the County participants in the NCACC Workers Compensation Pool.  This means that the amount of actual losses sustained in a prior 3 year period are substantially less in both number and severity than would statistically be expected for a County the size and makeup of Moore. 

Furthermore Moore County has had this distinction for the prior 2 years and the 2010-11 term will make it 3 years in a row. This speaks highly of the efforts of the County Manager, Risk Manager, and staff from the standpoint of development, as well as execution of sound Risk Management policies.  It is through these kinds of results that make a workers compensation self insurance program successful.
