Nick Picerno | Chairman
Nick Picerno served two terms on the Board of Commissioners from 2008 to 2016. He was then appointed March 1, 2022, to fill the unexpired District II seat on the Board of Commissioners through December 2022, and was elected in November 2022 to complete the final two years of that term through December 2024. He has served many times as Chairman and is now currently the Board Chairman. Commissioner Picerno is a native of Moore County who grew up in Carthage and attended Moore County Public Schools. He is a graduate of UNC Chapel Hill and co-founded Southern Software, Inc., located in Southern Pines, in March 1988, and he is chairman of its board. He has previously served on the Board of Directors for the NC Association of County Commissioners as well as many other local boards/committees, and the NC Lottery Commission. He currently serves on the Sandhills Center Board of Directors, the Budget Task Force, the Homeless Task Force, the Land Use Plan/UDO Task Force, the Solid Waste Task Force, and the Water/Sewer Task Force. Commissioner Picerno is married to a Moore County native and they have three children and six grandchildren, all of whom live locally. He enjoys his family, golf, trading options, and playing music in his spare time, and serves in the worship band at his church.

John Ritter
John Ritter is a native of Moore County and is serving his first term on the Board of Commissioners. He serves on the Juvenile Crime Prevention Council, the Library Board of Trustees, the Land Use Plan/UDO Task Force, the Legislative Task Force, the Opioid Task Force, and as the commissioners' liaison to the Nursing and Adult Care Home Community Advisory Committee.

Frank Quis | Vice Chairman
Frank Quis is serving his second term on the Board of Commissioners and has served three years as Chairman of the Board. He is currently the Board's Vice Chairman. His prior governmental experience includes service as a council member for eight years and mayor for ten years of the Town of Southern Pines, NC. During his 35 year career, he was President and owner of Quis Machinery, Inc., an industrial machinery distributor. Commissioner Quis also served on a regional community bank board for ten years. He is a graduate of the University of Tennessee with a degree in business administration. He is a member of the Convention and Visitors Bureau Board, the Moore County Transportation Committee (MCTC), the Transportation Advisory Board, the Budget Task Force, the Ecnomic Task Force, and the Opioid Task Force.

Kurt Cook
When Kurt Cook was assigned to Special Forces training at Ft. Bragg, he knew North Carolina would be his home forever. He is a combat proven commander from the Army Special Forces “Green Beret”, and a small business owner, husband to a veteran, and a proud father. His first exposure to formal leadership was as a cadet at Fishburne Military School and this inspired him to pursue a commission through R.O.T.C. from Towson University into the U.S. Army. Unfortunately, he was medically retired as a Major in the Special Forces while serving in Iraq, previously serving multiple combat tours in Afghanistan, and supporting activities in South America. He retired and moved to Mooresville, NC where he worked for Hendrick Motorsports (HMS) as a team member on the #9 car. The small town living of Aberdeen drew him back to Moore County where he belongs. Serving his country has always been and will continue to be a part of his life. Since a young child, he has seen what is good and bad in this world and as Edmund Burke was loosely referenced in saying, “The only thing necessary for the triumph of evil is for good men to do nothing.” Commissioner Cook is applying all his leadership experiences from the Special Forces, HMS, and as a small business to serve as Moore County Commissioner. He serves on the Board of Health, the Parks and Recreation Advisory Board, the Law Enforcement/Veterans Task Force, the Legislative Task Force, the Water/Sewer Task Force, and as the commissioners' liaison to the schools.
