Notice is hereby given that Moore County will receive sealed bids for the rehabilitation of four (4) substandard housing units for its 2019 Urgent Repair Program funded by the North Carolina Housing Finance Agency until 4:00 p.m. on Friday, July 17, 2020 at the Moore County Financial Services Purchasing Department located at 206 S. Ray St., Carthage, North Carolina.  A MANDATORY Pre-Bid Conference with site visits to the homes will be held at 9:00 a.m. on Wednesday, July 8, 2020 starting at the Moore County Planning & Transportation Department located at 1048 Carriage Oaks Drive, Carthage, North Carolina.  Due to the COVID 19 event all attendees MUST adhere to County and CDC guidelines for protective measures.  Attendees must wear a face covering and maintain social distance protocol.

Moore County reserves the right to reject any or all bids and to waive any informality in the bidding.  Contractor applications and bid packages including floor plans and work write-ups will be available at the Pre-Bid Conference.  Only contractors who visit the homes during the Pre Bid conference will be allowed to bid on the home.

Sealed Bids for the construction of the East Moore Water District Phase IV Water Lines will be received, at the office of the East Moore Water District, 5227 US 15/501, Carthage, NC 28327, Attention: Terra Vuncannon, until 4:00 pm local time on Tuesday July 14, 2020 at which time the Bids received will be publicly opened and read aloud.  
All questions must be submitted in writing to tvuncannon@moorecountync.gov no later than 10:00 am Friday July 10th.  No oral questions will be accepted.

The project includes a bid to extend existing water lines within Moore County. 
The new water line size and lengths include the following:
• 46,300 feet of new 6‐inch water line
• 750 feet of new 4-inch water line
• 3,900 feet of new 2-inch water line
In addition to the new water line there will also be the installation of two new meters and a pressure reducing valve in concrete vaults.  
The Issuing Office for the Bidding Documents is: LKC Engineering, PLLC, located at 140 Aqua Shed Court, Aberdeen, NC 28315, 910-420-1437. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at Carolinas AGC (plans available at www.cagc.org on IBuild), FW Dodge/McGraw Hill Dodge, Minority Economic Development Center: Charlotte, Hispanic Contractors Association of the Carolinas: Charlotte; and the office of the Engineer, LKC Engineering, PLLC, located at 140 Aqua Shed Court, Aberdeen NC 28315, on Mondays through Fridays between the hours of 9:00 am and 3:30 pm.
Bidding Documents may be obtained from the Issuing Office during the hours indicated above.  Bidding Documents are available as portable document format (PDF) files for a non-refundable charge of $150.00.  Alternatively, printed Bidding Documents may be obtained from the Issuing Office upon receipt of payment for the Bidding Documents.  The non-refundable cost of printed Bidding Documents is $150.00 per set, which includes shipping, payable to LKC Engineering.  Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Bid security shall be furnished in accordance with the Instructions to Bidders.  Bid Bonds must be provided in a separate envelope.
A pre-bid conference will be held on July 7th, 2020 at 10:00 am at 5227 US 15/501, Carthage, NC 28327.  The meeting is not mandatory, but attendance is encouraged by all contractors and sub-contractors.
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver {add project specific waivers as applicable} apply to this contract.
