The Moore County Board of Commissioners will convene jointly with the Town of Carthage Board of Commissioners for a special meeting on Tuesday, February 11, 2020 at 5:30pm at the Moore County Agricultural Center, 707 Pinehurst Avenue, Carthage, NC. 

The purpose of the meeting is to hold a public hearing and receive public comment regarding the proposed closure of one block of Dowd Road in Carthage between the traffic circle and Saunders Street to accommodate the new Moore County court facility. 

Beginning at 4:30pm at the Ag Center, one hour before the start of the meeting and public hearing at 5:30pm, the proposed new courthouse site plan will be available for review and the architects, traffic specialists and others involved with the project will be available for questions from the public.

Moore County Public Utilities – Pinehurst System
Local Wellhead Protection Program Plan Notice

Moore County Public Utilities, with assistance from the North Carolina Rural Water Association, is in the process of developing a Local Wellhead Protection Program Plan for MCPU – Pinehurst system.  This is a voluntary program intended to assist us in protecting the system’s water supply from contamination, and to identify vulnerable areas around our wells called the “Wellhead Protection Areas”.  Another goal of this program is to make residents and businesses aware that chemicals and other pollutants spilled or dumped in the vicinity of the “Wellhead Protection Areas” can be drawn into the wells, possibly contaminating the system’s drinking water supply.

MCPU is asking for your assistance in developing this program.  A draft copy of the Wellhead Protection Plan will be available for review and comment at the Moore County Public Utilities office located at 5227 US Hwy 15-501, Carthage or click here to read now. You are invited to review the program and submit any comments or suggestions to Moore County Public Utilities.  All written public comments will be reviewed by the Wellhead Protection Committee, and any suggestions or comments that may be beneficial will be incorporated into the program.

Notice of Public Hearing

C&D Landfill Substantial Permit Amendment

Notice is hereby given that the Moore County Board of Commissioners will hold a public hearing on Tuesday, November 19, 2019 at 5:30pm or shortly thereafter in the Commissioners’ Meeting Room located on the second floor of the Historic Courthouse, One Courthouse Sq., Carthage, NC. The purpose of the hearing is to consider the approval of submitting a permit amendment to the North Carolina Department of Environmental Quality (NCDEQ) to expand the Construction and Demolition (C&D) landfill owned and operated by Moore County.  The expansion will consist of the remaining available land (5.6 acres) within the landfill site that is suitable for landfilling.  The expanded C&D Landfill will retain all required buffers consistent with the existing C&D Landfill permit.

The meeting will include a description of the proposed landfill expansion as described in the Facility Plan to be included in the application for a Substantial Amendment to Permit No. 63-01-CDLF-1992.  Copies of the Facility Plan can be inspected by any citizen in the office of the Moore County Public Works Department at 5227 Hwy. 15/501, Carthage, NC or by visiting the Moore County website at

Interested citizens will be given the opportunity to comment at the meeting during the public hearing.  Written comments may also be submitted with supporting materials to Moore County, ATTN: Moore County Solid Waste Manager, Moore County Public Works Department, 5227 Hwy. 15/501, Carthage NC 28327.
