Three Public Hearings Scheduled for 1/18/22 at 5:30pm

Notice is hereby given of a public hearing to be held by the Moore County Board of Commissioners (the “Board”) on January 18, 2022, at 5:30 p.m. in the Commissioners’ Meeting Room on the second floor of the Historic Courthouse, 1 Courthouse Square, Carthage, North Carolina. The public hearing is regarding a plan of financing that includes proposed borrowing by Cypress Pointe Fire and Rescue (the “Department”), pursuant to Section 103 and Section 150(e) of the Internal Revenue Code of 1986, as amended, (the “Code”) in an aggregate principal amount not to exceed $1,790,700 (the “Loan”).  The proceeds of the Loan will be used to construct a new fire station at 296 Youngs Road in Vass, North Carolina.  All interested parties are invited to attend the public hearing to express their views with respect to the Loan.  Questions or requests for additional information may be directed to Laura M. Any interested person may submit his or her views in writing to Laura M. Williams prior to the date scheduled for the hearing.  This notice is published, and the above-described hearing is to be held, in satisfaction of the requirements of Section 147(f) of the Code.



Notice is hereby given that two Public Hearings will be held before the Moore County Board of Commissioners at 5:30 pm on Tuesday, January 18, 2022, in the Board of Commissioners’ Meeting Room located on the second floor of the Historic Courthouse, Carthage, NC for the following purpose:

Moore County Planning Staff is requesting the below text amendments to the Moore County Unified Development Ordinance:

1. Chapter 6 (Table of Uses) to amend Section 6.1 (Use Table) to amend development approval process for Boat & RV Storage and Mini-Warehouse (Self-Service) and permitted districts for Massage & Bodywork Therapy

2. Chapter 8 (Specific Use Standards) to amend Section 8.11 (Home Occupation, Level 1) to prohibit medical offices as a suitable use, Section 8.31 (Office) to remove the “massage therapy” use from office classification, and Section 8.58 (Massage & Bodywork Therapy Practice, Unlicensed) to move “massage therapy” under one section and require that all be licensed

3. Chapter 15 (Watershed Overlay Districts) to add Section 15.9 (Allocation Transfer Between Jurisdictions) to create ordinance citation required by NCDEQ for approval of watershed allocation transfers

4. Chapter 17 (Enforcement & Penalties) to amend Section 17.2 (Enforcement Procedures) to increase violation investigation time to 45 days

5. Chapter 18 (Subdivisions) to amend Section 18.7 (Major Subdivisions – Minimum Design Standards as Shown on Preliminary Plat) to create standards for private mail houses and Section 18.16 (Subdivision Plat Requirements) to modify name of “Certificate of Soil Suitability” within table

Pete Mace of TIJJS, LLC is requesting the below text amendment to the Moore County Unified Development Ordinance:

1. Chapter 7 (General Development Standards) to amend Section 7.8 (Highway Corridor Overlay District), Sub-Section F (Prohibited Uses) to remove High Impact Outdoor Recreation from the prohibited uses in the Urban Transition HCOD and Sub-Section G. (Conditional Zoning Uses) to add High Impact Outdoor Recreation as a use in the Urban Transition HCOD

Information pertaining to the proposed actions is available for inspection in the Moore County Planning & Inspections office at 1048 Carriage Oaks Drive, Carthage, NC 28327 during normal business hours (8am to 5pm, Monday through Friday).  Changes may be made in the application that reflects information presented at the hearing.
