Misty Randall Leland

Misty is the appointed Moore County Attorney and works directly for the Moore County Board of County Commissioners. She has more than 20 years of experience in local government law. She began her legal practice as a general practitioner and as the appointed Anson County Attorney from 2002-2005. In Moore County, she began her employment as an Assistant County Attorney in 2005 and was appointed County Attorney on April 2, 2007, after serving as the unofficial interim County Attorney beginning in December of 2006. She has practiced in both federal and state courts, including the NC Court of Appeals and NC Supreme Court. Her litigation experience includes issues involving elections, land use law, public utilities, statutory interpretation, and public policy. In addition, she has successfully negotiated complex contract disputes, including construction contract law issues, and various civil litigation matters. Misty also has a legal background in criminal law, real estate, and family law matters including those involving DSS and child support.

As County Attorney, Misty oversees the Office of County Attorney. Legal services run the gamut of representing the Board of County Commissioners, 27 local boards, 8 task forces, 26 departments and agencies regarding laws, policies, ordinances, open meetings and rules of procedure, public records, ethics and conflicts of interest, elections, litigation, liability, health insurance and HIPAA, employment matters including EEOC cases, State of Emergencies declarations and legalities, economic development, constitutional requirements, planning and zoning, inspections, child support, DSS, public health, environmental health, easements and deeds, contracts, federal and state grants, purchasing, bidding, legal processes, and administration.

  • Recipient of the Presidential Recognition Award by the North Carolina Association of County Commissioners for her work on the 5-5-5 committee being one of five county attorneys in the State to assist in drafting and implementing the North Carolina Allocation Agreement for the National Settlement of Opioid Funds totaling 1.5 billion to North Carolina (April 14, 2021)
  • Recipient of the Distinguished Service Award by the North Carolina Association of County Attorneys for year 2020-2021 for her work on the North Carolina Allocation Agreement for Opioid Settlement Funds (July 2021)

  • Recipient of Formal Commendation by the Moore County Board of Commissioners for her dedication, perseverance, professionalism, skill, knowledge, and excellent service to Moore County for resolving two significant legal matters (September 10, 2010)
