Thomas L. “Tom” Adams was elected to the Moore County Board of Commissioners in 2024.Thomas Adams is a founder of the NC Captive Insurance Association and since 2013 serves as its first President & CEO. Located in Southern Pines, NC.
Locally, he is a member of the Executive Committee of the Moore County Economic Development Partnership, the Central Pines Regional Council Executive Committee, the Moore County Transportation Advisory Board, and serves as the Board's alternate member to the Sandhills Metropolitan Planning Organization Board and the Rural Transportation Advisory Committee (RTAC). He is immediate Past President of the Moore County Republican Men’s Club and a former member of the Moore County Alcohol Beverage Control Board (ABC Board). He also served on the Moore County Opioid Task Force.
Mr. Adams previously held positions as the Chief Executive Officer of several major state, national and international associations. Adams was named Executive Vice President & CEO of the State Medical Society of Wisconsin in 1986. Subsequently he served as President & CEO of the Medical Group Management Association in Denver, CO and Washington, DC; Executive Director & CEO of the American Society of Plastic Surgeons in Chicago; President & CEO of the Association of Clinical Research Professionals in Alexandria, VA, and CEO of the Board of Certified Safety Professionals. He also served as Chief of Staff to the NC Secretary of Health & Human Services.
His service has included appointment as a member of the Secretary of the United States Department of Health & Human Services Advisory Committee on Human Research Protections. He served as Chairman of the Wisconsin Governor’s Task Force on Health Insurance for the Uninsured, which created a number of pilot projects to address the issue. Mr. Adams was also named to the Advisory Board of the Hawaii Visitors and Convention Bureau. He is immediate past Chairman of the ANAB Professional Certification Accreditation Committee in the United States for ISO Standard 17024.
An active member of a number of professional societies and charities, he was elected a member of the Board of Directors and Officer of the American Association of Medical Society Executives, a member and committee member of the American Society of Association Executives, and a Division Chairman of the United Way. For 10 years he was a Board member of the WI Physicians Insurance Company. A veteran, Mr. Adams served in the North Carolina Air National Guard. He is a member of Our Saviour Lutheran Church having served on the Church Council as a past Treasurer and Council President.
A graduate of Lenoir Rhyne University with a degree in History, in 2002 he was awarded an Honorary Doctor of Humane Letters by the University. An avid sailor and sometime golfer, he resides with his wife Diane in Southern Pines, NC. He has two grown children.
